Sergeant Paul Bassey who was attached to the IGP X-Squad in Uyo Sector as at November 2019, was at the Judicial Panel of Investigation on Incidences of Police Brutality and Human Rights Violation sitting in Uyo to defend himself in a petition No: JPPB/MEMO/096 in which he was accused of having sexual intercourse with Rebecca Hassan, a female inmate who is alleged to have been 16 years of age at the time of the incident.
In a testimony before the panel, Rebecca's mother, Madam Hassan on Wednesday 9th December 2020, had said Paul Bassey, who was of the rank of Corporeal at the time, impregnated Miss Rebecca after repeatedly having sex with her with a promise that he would facilitate her release from the police custody.
Madam Hassan also alleged that Paul Bassey, having been informed by Rebecca that she was pregnant, brought abortion pills to her in the cell which caused her to bleed.
Rebecca was transferred to correctional facility even when she was claimed to have endured the effect of the pill. The panel then summoned Sgt. Paul Bassey who appeared on Tuesday 15th December before the Ifiok Ukana-led panel.
Bassey told the court that he did not come in contact with Rebecca and there was no way he could have accessed her in the cell while he was on guard duty.
While claiming that he was not always on standby on guard duty post, the respondent said the authorized personnel that could interact with the inmates when the needs arises is a charge room officer (CRO).
Meanwhile DSP Julian Igbodu, the head of IGP X-Squad in Uyo on Wednesday 9th December dismissed the petition as mere fallacy while testifying before the panel. He said he could vouch for his men, noting that he usually position four officers on guard role wondering how the then Corporeal Paul Bassey could have had sex repeatedly with the inmate under strict surveillance.
According to him, the said Rebecca was involved in armed robbery at Independent Supermarket along Aka-Etinan Road in Uyo with others that were also arrested.
Also appearing as witness before the panel, DSP Okoye Uchenna, who said he was deputizing DSP Igbodu, claimed Miss Rebecca was a suspect of armed robbery but confessed that she and other suspects were not found with any weapon although their cache of arms were discovered based on intelligence.
The petition was brought before the panel by Paul Archibong and 8 ors.
