A’Ibom H/Rights Community To Gov. Udom: You Are Frustrating Judicial Panel On Police Brutality

The Akwa Ibom Human Rights Community has frowned at the State Government’s delay in releasing funds to the Judicial Panel of Investigation on Incidences of Police Brutality which was inaugurated on Monday 20th October 2020 in Uyo, the Akwa Ibom State capital.

In a letter addressed to Governor Udom Emmanuel dated 9th November 2020 and signed by its coordinator, Barr. Clifford Thomas, the rights group said delay in the release of funds for the immediate take-off of the Panel will tantamount to frustrating the panel which may end up in failure.

The group , which is a coalition of civil rights groups and individuals in Akwa Ibom State, called on the state governor to fund the Panel to help it realize its objectives as done in other states.

“With inauguration of the Panel on the 20th day of October, 2020, it is the understanding of the general public that the take-off grant and funding would have been provided to the Panel, in view of its very sensitive work. Delay in the release of funds for the immediate take-off of the Panel will tantamount to FRUSTRATING THE PANEL, AND SETTING IT UP TO FAIL.

“We urge the immediate release of funds to enable the Panel realize the objectives of its establishment. The Lagos State Government in particular, and other proactive States which inaugurated their own Panel in compliance with the Federal Government Directive, have released monies to the Panel, and the Panel have started sitting,” the letter reads.


Akwa Ibom Human Rights Community noted that establishment of the Judicial Panel of Investigation was amongst the principal decisions taken from the 108th meeting of the National Economic Council which was presided over by the Vice President of the Federal Republic of Nigeria, Professor Yemi Osinbajo, on the 15th of October, 2020. According to them, the decision to establish the Panel was reached in consultation with relevant Federal Agencies and State Governors to take charge of interaction with #ENDSARS Protesters.

The group further reminded the Akwa Ibom State Governor on the decision of the National Economic Council to establish Victims Support Fund to enable payment of monetary compensation to deserving victims of police brutality, noting that absence of such Fund in Akwa Ibom would defeat the work of the Judicial Panel of Investigation on Incidences of Police Brutality in the state.

“It was part of the decision of the National Economic Council that the Victims’ Support Fund be established. The Fund is to enable the payment of monetary compensation to deserving victims of human rights abuse and violence from the police or other security agencies in the State. It is a mandatory requirement for each State to set up the Victim’s Support Fund.

“In Akwa Ibom State, is has been observed that the Fund has not been established, despite the fact that six months is stipulated for its existence. This is three weeks, and the government is yet to inaugurate this all-important Fund to accommodate the recommendations for monetary compensation of victims.

“The absence of this Fund will defeat the work of the Judicial Panel of Investigation. The Fund should be established, and the money voted to the Fund should be made public. It will put the Panel in good stead. The Lagos State Government has committed itself to the value of the Panel by setting aside a substantial amount of money, at the first instance, to the Fund; and it made it public. This is to promote accountability, transparency and probity,” said rights body.
